In version 3, the design notes to the manufacturer were changed to fix a typo in the file name (HolesForPDBase_v3.fpd), and a version reference in PDBase_v2.fpd. There is no physical difference between the version 2 and 3, just improved and more accurate instructions (thanks to Todd's scrutiny)
