Add critical duotone readback channels in science frames at 16kHz for OMC and PCAL

Abstract:

Each IOP has one ADC channel monitoring duotone for ADC timing (time stamp) check. This ECR is for adding three such ADC channels, i.e. duotone in OMC, PCAL EX and PCAL EY ADC.
