Release for Advanced LIGO procurement.

Changes from Enhanced LIGO version include:
1. Added 4x thru holes for squirting in lubricant (e.g. alcohol), to aid in sensor alignment.
2. Minor change to tolerance of spherical radius, reflecting red-line to Enhanced LIGO drawing.
3. Added chamfers to both sides of bore.
